In reference to minutes of FIMA Council Meeting: July 24-25/1997

3-3 A suggestion to elect future FIMA executive Committee members (especially President, Vice President, Secretary & Treasurer) from the same geographic region, as much as possible, was discussed and approved by the Council, to be implemented with flexibility.

8-3 Next FIMA Executive Committee should make effort to meet twice yearly, as much as possible.
Registration in Europe approved - Arabmed will work on that. This aims at fund raising, relief work and tax exemption.

Previous registration in USA to be followed by Dr. Muhammad A.A. Khan.

Registration as NGO with the United Nations was approved. The expertise of Dr. Abdula S. El-Awad was sought in this matter.

FIMA should work to establish a database list of medical professionals in various specialties and those with special talents who can move and help other IMAs in certain aspects such as: relief, establishment of medical institutions ... etc.


8-4 FIMA Council should have a scientific session in addition to business session in each annual meeting.


8-9 Relief Work:
FIMA should encourage IMAs to promote this important task. FIMA Executive Committee to continue sending information about needy Muslim countries and communities to IMAs and encourage them to help. Bilateral contacts between IMAs in this regards are strongly encouraged. IMAs in needy or disaster areas should contact other IMA, societies, committees or individuals, by all means possible, to explain the situation, and to ask for whatever help they can provide.

9-1 Registration of FIMA in Illinois USA: Council approved it.

9-6 Dr. M. Khan - South Africa - suggested certain criteria should apply on any person to qualify him for office in the FIMA Executive Committee. He will prepare criteria to be presented to next Council.

9-8 Dr. I. Hout: Suggested establishing a data bank for different FIMA publications and bibliography to different IMAs publications.

In reference to minutes of FIMA Council Meeting: July 24-25/1997

9-2 Time requirements for IMA to be eligible to hold office in Executive Committee.

Proposal which stated that minimum of (5) five consecutive years in good standing as FIMA member are required to qualify for office of the President, and minimum (3) three years for other Executive Committee Officers: approved by Council.

9-3 The Ex. President to continue in the next Executive Committee. As Ex. Officio for all full term with voting rights: was approved by Council.

10-10 Executive Director:
The President outlined the suggestion of having this post for FIMA. The function is to execute the decisions and assignments by FIMA Executive Committee. Council approved the suggestion in principle, provided the position will be on voluntary basis. Next Exec. Committee was assigned to follow up on this issue.

11-2 Council decided that IMA, that paid their FIMA dues up-to-date, or were exempted currently by council from payment of dues, and who are full members in good standing, could participate in the election procedure.

Council also decided that any candidate for President should be an IMA in good standing as FIMA member for the last (5) five consecutive years. For any candidate for other Executive Committee offices. IMA should be in good standing as FIMA member for the last (3) three consecutive years.

Criteria for eligibility for Voting & Election for Offices for FIMA Executive Committee


(From Council Resolutions in the 16th Council Meeting: July 2-4/1999)

1. For the office of FIMA President:
The IMA shall be a FIMA member in good standing, including payment of annual dues, for a minimum of (5) five consecutive years.

2. For all other offices in FIMA Executive Committee: The IMA shall be a FIMA member in good standing, including payment of annual dues, for a minimum of (3) three consecutive years.

3. IMAs that paid their annual dues up-to-date, or were duly exempted by Council from payments of dues, and that are full members in good standing, shall participate in the election procedure.

NB:
Traditionally there was no proxy arrangement for elections.


Procedure of Elections of FIMA Executive Committee Members
(From traditions of past FIMA elections)


1. At the conclusion of FIMA Council Meeting, in an election year, FIMA President shall declare the end of the term of FIMA Executive Committee and open the door for new elections.

2. Council members shall chose an election committee of three members, including its chairman, from persons who will not be nominated for elections.

3. Election of President, Vice President, Secretary, Treasurer and other Executive Committee members, shall be done separately and by secret ballot.

AN IMA OF GOOD STANDING FOR AT LEAST FIVE YEARS IF UNABLE TO ATTEND A COUNCIL MEETING FOR REASONS ACCEPTABLE TO THE COUNCIL , CAN BE ELECTED TO A POSITION IN THE EXECUTIVE COMMITTEE PROVIDED THE IMA HAS CONSENTED FOR SUCH AN ELECTION.
